2020 WAN Awards entry: GCC General Secretariat Complex - Pace

GCC General Secretariat Complex by Pace is an entry in the Future Projects - Civic Category of the 2020 WAN Awards

The Cooperation Council for the Arab States of the Gulf (GCC) is a regional, intergovernmental, political and economic union consisting of all Arab states on the Arabian Gulf. Their objective is to unify their members to drive structured economic reform and reduce the independence on oil in the future.

Pace was appointed to design a new headquarters building for the council on a seaside plot that reflects the values and heritage of the region whilst invoking a sense of the unity and collaboration between its six members.

The programme is split into four buildings; three main and one parking that house conferencing facilities, offices and a cultural/health centre. The three main buildings are situated symmetrically; two adjacent and one central thus creating an interior plaza that gives off a sense of fortification and protection.

A key focus of the design was to physically translate the unity of the six founding members of the council. To achieve this, ‘Six Gardens of the GCC’ are joined together in the central plaza to form a unified oasis space that symbolises strength and unity. This concept is expanded by the stepping roofs form a series of six roof gardens that can be made publically accessible with removable planters creating green breakout spaces. Another alternative is to be covered in solar panels to generate electricity.
